Regarding your issue, did you make a backup to either iCloud or iTunes prior to locking your phone? If so you can restore it afterwards. If not I am afraid you are out of luck. In the future I suggest that you always always (cannot say it enough) import your valuable photos to a computer and then back them up to an external hard drive. An iPhone is not a safe place to store them.

You cannot do anything to a disabled iPhone without losing data. That is why, when the iPhone is functioning properly, you create backups if there is anything you wish to save. Just as you purchase insurance before an accident or catastrophe, because after a catastrophe it is too late, the same applies to iPhone backups.
