Q: Can't restore! Error 3194, 3004

I Have been attempting to restore an iPhone 6 Plus from iTunes for 3 weeks.. Trying all the various suggestions after an erroe 3194 and now an Error 3004. Help?!!!

iPhone 6 Plus, iOS 9.2.1, On hp Windows 7 laptop
