recovery mode isn't working for my iPhone 6

I forgot the password for my iPhone 6 and recovery mode isn't working . after the download gets to about 200 mb of 1.88 gb my iPhone starts up and is still locked and disabled. Touch ID doesn't work either. With the iCloud method my phone is not picking up wifi since it has been disabled so many times and my iTunes keeps asking for the passcode to be entered with the first method. What should I do?
