Songs are gray with a dotted cloud

Something recently happened to my itunes and it had deleted all of my music on my computer. While about 4000 of the songs were able to be downloaded again, there are about 2500 songs that are now completely grayed out and have the dotted cloud next to them. I have tried logging out, closing, logging back in, trying to find them in purchases, clicking update itunes icloud library and nothing works.

This is what it looks like. I'm just not understanding why I can't redownload them since it clearly shows a purchase date next to them.
