I don't quite understand your question, but let me go with what I believe. It sounds like you have gone into iCloud and erased all content and Settings on the iPhone, and once you go into setting it back up again, you are not seeing something you are expecting to see, such as a request for an Apple ID. When you go through the setup process to select language, etc., it should, at a point, ask you to log in with your Apple ID. Are you not seeing this?

It might be better if you try and describe exactly what you are doing again. Also, without using any punctuation, it is difficult to follow everything you are asking. Try providing the steps of what you are doing, and then what you are seeing when you get to the point you believe something is going wrong. You mention both an old and new Apple ID, so that is rather confusing.

When Setting up the iPhone, make sure you turn on "Find My iPhone"  in Settings->iCloud.

With that turned on, if you go into Settings->General->Reset->Reset all Content and Settings, and proceed with the reset, you will be asked for your Apple ID and Password at that time to turn off find My iPhone and continue with the Reset.

If you do this you are effectively turning it off at that point and will not be asked for it when setting up the iPhone again after the reset.

To get prompted for your Apple ID and password, after reset, you would need to have Restored the iPhone through iTunes by placing it in DFU mode.

Once the restore completes, you should be asked for the Apple ID and Password used to turn on find My iPhone before setup can proceed.

" This Iphone is currently linked to an Apple ID (ja******@gmail.com). Sign in with the Apple ID that was used to set up this phone."

but when i factory reset my device then i did not see anything like this so why?

That is an error page, showing that an attempt was made to sign in with the wrong ID. If you are using the correct ID, when you logged in with your Apple ID, everything was just fine. You shouldn't see that page unless you made a mistake when you set up the phone.

As I said earlier, your friend must have tried to log in with an incorrect Apple ID, and that is what is happening. If you activate your device and go into Settings>iCloud, you will be able to see if Find My iPhone is turned on.

but my activation lock did not work like others people work like this has been shown in this attached link http://www.techrepublic.com/article/how-to-set-up-activation-lock-on-ios-devices /

on factory reset of my device activation lock never appears to me but always appear on my dad's phone and friends phone but not on my phone.

so the question is why activation lock do not appear on my device after factory reset.

Can you please answer my question? Can you activate the phone? Has it been activated? If so, check to see if Find My iPhone is turned on as I said in my previous post.
