You don't. It is preprogrammed for a Sprint phone, and is not user alterable.

Is there a way I can intergrate it into it maybe through a Cert or a profile Configuration?

No you would need a carrier data setting. If the phone is locked to Sprint there is no way to get a different carrier data setting. If it is an unlocked phone, that is, Sprint has unlocked it, when you insert a SIM from a carrier that supports user access to APN they will send you a carrier update that will enable access to carrier settings. However, very few carriers do this any longer; pretty much all carriers that support the iPhone also provide the correct settings.

If you describe what you want to do any why you need to set an APN it would be easier to answer.

Well I bought the phone from my local area used and it turned out it was on the blacklist and when I enter the old SIM card it says sometimes that It is showi a signal and shows the Sprint text across the carrier area where the bubbles are and then when I put it on airplane mode it says

No Service and it's weird so what I'm trying to do is take it off the blacklist  permanently but I wonder if Sprint will take it off for me if I call them and say it's a mistake?  Do you think that will work?

A blacklisted phone has been reported stolen, and there's no way to ever use a blacklisted phone again. So return it for a refund; it is no use to you. APN has nothing to do with it; blacklisting is based on the ESN, which is enshrined in hardware.
