My phone randomly started displaying the wrong time. I tried several different things to fix it and it always goes off track. Now my phone randomly gets disabled for 15 minutes but since the time is wrong it will never unlock.

Check to see if your iPhone iOS software needs updating. The latest version is 9.3.2.
Tap Settings > General > Software Update
If your phone is disabled and will not unlock your only option will be to restore it. Restoring your phone will be the option I would guide through if the time keeps be presented as wrong after several fixings.
