This does not have an extension - e.g. .mp3 - and thus iTunes does not recognize it as a media file. Indeed it isn't a media file, but a web page with an embedded player. This won't work - you must provide a direct link to the media file, it must include the extension, and when the URL is entered in a browser it must play in the browser, not appear in an embedded player or force a download.
I have to say that Google Drive has consistently caused problems, and I am not sure that anyone has actually got it to work for podcasting. The best advice would be to find somewhere else to host your files - ordinary webspace would do provided that it can handle 'byte range requests' and cope with a reasonable number or hits.
