    Hi there, Myka2016!

Thanks for using the Apple Support Communities! Based on your post, I am understanding you are unable to access the Settings on your iPhone; when you tap the Settings icon, it won't open. Additionally, if you try to turn Wi-Fi off, the phone will become unresponsive and you will have to restart it. Being able to access your Settings to make adjustments is important, and I want to help! Give the following steps a try.

Create a backup of your iPhone data. Since you are having trouble accessing your Settings, I would recommend using iTunes on a computer to create the backup, and the following article will guide you through that process.

How to back up your iPhone, iPad, and iPod touch

Restore your iPhone to factory settings using iTunes on a computer by following the steps in the article linked below.

Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings

Set your iPhone up as a new device (meaning without restoring your backed up data, at least temporarily). The steps under the "Set up your device as a new device" section of the following article will walk you through how to do that.

How to erase your iOS device and then set it up as a new device or restore it from backups

Try accessing the Settings on your iPhone. If it works, you can restore your iTunes backup to the phone using the steps in the article linked below.

Restore your iPhone, iPad, or iPod touch from a backup

Test your Settings again. If they open and you're able to turn Wi-Fi on and off as expected, you're all set. If the issue appears again, it is likely a problem caused by data you have on the iPhone, and you should repeat steps 2 and 3.

    Cheers!
