I'm using iTunes match and some music has a cloud with a small "x" in it. those songs are playable onmy Macbook, but not visible on my iPhone or iPod. How do I make it visible and playable on them?

This icon appears when you remove a song from iCloud Music Library on a different computer. Songs that you delete from iCloud Music Library are immediately deleted from associated iOS devices, but stay on other associated computers until you manually delete them. The fix is easy: copy the tracks to a folder on your desktop, remove their entries from your library, and put the tracks back in iTunes.

Yes, from a external hard drive, but they were fine before I set up iTunes Match. Now hundreds of albums have the circle with "!". Is ther an easy fix?

It depends exactly what you mean by "Yes, from an external drive".

If you still have them, put the files back where they came from. Otherwise test the effect of right/option-click remove download with a single test track to start with. Does that then swap the track to a cloud symbol, and if so can you then download it again?

I'm away from the keyboard for a bit but I'll follow up when I can.
