Thanks for reaching out to the Apple Support Community. I know frozen downloads can be a bit frustrating, so I'll do all I can to help and get you back to enjoying your reading.
If you have not already, we can start by power cycling your iOS device. All you have to do is hold the sleep wake button for amount and then slide to power down, then power back on.
If the download is still frozen you may also want to try signing out of the store under Settings > iTunes and App Store, and then sign back in. You may have to manually restart the download after signing back in.
