Q: How can I connect the Apple TV 4th Gen to my iPhone 6 Plus Hotspot?

I have the Apple TV 4th Gen and an iPhone 6 Plus and when I turn on my iPhone's hotspot 'iPhone' the Apple TV doesn't see that in available WIFI networks and I don't understand why that is.

I don't understand either, my Apple TV can see my iPhone hotspot. Do other devices see your hotspot in the same vicinity.
