Preview does not open the pic

Hi,

I have some picture in my Documents, when I am trying to open the pics, there is a window that "I do not have permission to see the pics" and lead me to Go info and when I check go info, there is a lock and ask me password, even I on lick the file I can not see the pics. Mac prefer to transfer my pics to Photos app and If I move it to Photos I can see the pics, but I do not want to move my picture to Photos. Is there any suggestion?
