From the looks of it, you're unable make in-app purchases in Rival Kingdom on your iOS device. This can be caused by many different factors, but this article can help:
Change or remove your Apple ID payment informationIf your payment method is up-to-date, you should check with the card's financial institution to make sure there's sufficient funds available. If there doesn't seem to be any other problems, scroll down to the "Get help" section in the above article to contact iTunes Store support for help.
