Are you positive it's an iPhone 4S and not a 4? What does it say in Settings>General>About>Model?

It happens 2 cases:

1. Your device are not an iPhone 4s.

2. Your device has been jailbroken.

If your device is an iPhone 4s, you can update to iOS 9 by iTunes.
