Jul 7, 2016 10:24 AM in response to alcarlo2796by ChrisJ4203,You cannot. Only the carrier the device is locked to can authorize an unlock. I suggest if they do not offer unlocking services that you sell the device and use the proceeds to purchase a device in the location you are moving to.

Actually, not all carriers provide unlocking services, despite the status of the contract. I certainly could not speak for a carrier in Venezuela, but I know that if you check the Apple support document about wireless carriers, there are still some listed there that do not provide unlocking services at all.
A link to the document, Wireless carrier support and features for iPhone in Latin America and the Caribbean - Apple Support and in looking at it, Venezuela is not even listed as a supported country.
