iOS devices can stream movies I purchased from Disney using the Disney Anywhere app however when I try to play them from the App using AirPlay the Apple TV will go dark and then report "an error occurred", otherwise Airplay is working.
Is this a "feature" of iOS.

I suspect it's a "feature" of Disney Movies Anywhere.
I suggest instead of attempting to use AirPlay to show a streaming Disney Movie, instead choose the option to download the movie from Disney Movies Anywhere to your iPad. Then see if AirPlay will work to show the downloaded Disney movie on your Apple TV.
Are you using a VPN or other special service on your iOS device? When you AirPlay a movie to ATV, the URL is handed to ATV, which then connects directly to the server. That normally works, provided the app allows it (the app can block AirPlay). But it could be a problem if ATV doesn't connect to the internet exactly the same as the iOS device.
