    You can not delegate who has access and who has not access to apps. You can lock down devices with age restrictions so only age appropriate items are available to them. Or you can Hide purchases from your list. The purchased app can then be unhidden when you want to share it with the one other person then hidden again after the app is downloaded to their device.
