If I don't have a rescue email, should I send an email to apple telling them about my situation?
You cannot send an email to Apple.
If you don’t have a rescue email address, you have to contact Apple support

Having a rescue email address is optional but recommended. If you ever forget your security questions, you can use your rescue email address to reset them.
