Macbook Pro is having white noise on mute? How to fix this?

Macbook Pro is on mute and I hear white noise coming from my laptop? How is this happening and how to fix this?
MacBook Pro, Mac OS X (10.7.1)
Go to /Applications/Utilities/AudioMIDI setup, then change from 2ch 16bit to 2ch 24bit could solve the problem.
