Is it possible to change back my region to philippines from japan without credit card?

Hello Good day!

Last year my app store region is philippine but then I went to japan so I changed my app store region to japan using itunes card. Here i am again in the philippines and want to change back again my account region to philippine but when I try to change it I am required to have a credit card which I do not have. so basically i am stuck here in japan app store and cannot switch back to ph store region. is there anyway to change back my account to ph region without using credit card?

note: i already used up all the yen after i bought an itune card so its already 0 yen balance in my account.

iPhone 5s, iOS 9.3.2

When you change the country or region of an existing Apple ID, you must provide a payment method and update your billing options. If you want to remove your payment method after you change the country or region, you can change your payment information to None.

Do you have a debit card, if you do have you tried entering it and seeing if it's accepted ? If you don't, or if it's not, try contacting iTunes Support and see if there is anything that they can/will do : https://www.apple.com/emea/support/itunes/contact.html
