Frozen image on apps won't go

There is a frozen image of an app on my lockscreen,homescreen,when I go into my camera,basically when I'm in any app. I have restarted my phone and I have deleted the app it is from but it is still there. i have tried restarting my phone and it didn't do anything. It looks like the frozen image is faded into the app I use. Can someone please help?
