Yes, the actual phone number in the contact matters - that is the bases for iOS blacklisting. Blacklisting merely compares the number in the blacklist (the blocked contact list) to the incoming callerid number. You will need to keep adding either those spam numbers to the blocked contact, or just block each one as a separate blocked contact.
