Look at iCloud.com via a web browser on a computer, you can see your photos from there.

thank you for your reply. I don't want to see them, i want to know where they are. I want to know how big they are so I know if its a copy or an original. i want to know if its a print quality photo or if its a web quality photo or a duplicate.

The copy in the cloud is the full quality version, the copy on a device may be the full quality version or not depending on whether you have turned optimisation on or not in settings.

Simple - all photos are on every device - the full resolution photos is on iCloud.com and on all devices where download originals to this device is selected - on devices where optimized photos is selected if space is low then lower quality images will be kept until you do something requiring the full quality image (exporting, printing, etc) and then the full quality original will be downloaded and used

And to clear up any doubt, the copy in the cloud is the full quality version, the copy on a device may be the full quality version or not depending on whether you have turned optimisation on or not in settings.
