Q: Iphoto 1.5 Book

I have used Iphoto in the past to create books to be printed and and worked great. I started working on a book in version 1.5 and found there is no way to manipulate the layouts. I would like to change the size of the frames (holds the picture), rotate them, move them around. Is this possible? If not why did Apple mess up a good thing? If I cant manipulate the photo placements then I will look into another service, one that allows options.

MacBook Air (13-inch Mid 2011), iOS 9.3.2

No, it is not possible.  You can only change the fonts, but not change the layout of a page and add textfields.  In Photos you have to pick a ltheme that is close to the layout you want, and then use it as it is. Photos has more themes than iPhoto had, so you should be able to find a theme with layouts you can use.

If you still have iPhoto installed (version 9.6.1 works on El Capitan), you can have your iPhoto books printed by another service. Just save the the finished book as a PDF and send it to Presto Photo or a similar service.

If you can get iPhoto 9.6.1 on your Mac and open your iPhoto library with it you can still manipulate the layouts.  However, you will have to order your books thru an online service like the one léonie mentioned.

Ran into the inability to adjust frames early in my use of Photos 1.5.   The feature is well supported in Costco Photo Books so did not imagine Apples Ease of Use would be so compromised.  On the other hand, Photos 1.5 has better photo editing support than the Costco service.

Thanks, I have started using MyPhotoShop.com. Still a little limited but much better than Apple. I also checked out Costco and may start using them. I agree the photo editing is limited compared to Apple. However Apple does not allow any change to the layout, which they used to do.
