System Preferences > iCloud > Account Details > Security
Click the "Security" tab.
Enter Apple ID password and the option will appear.
Click the button "Set Up Two-Factor Authentication.."

Several people, including myself, don't see this option either under OS X 10.11.5 or under iOS 9. I'm in touch with a couple people on another list who have the very same problem. None of us have Two Step turned on. Some have suggested that if you don't see Two Factor, that is the reason and Two Step needs to be turned off. Unfortunately, a number of us never turned that on and can see from the Apple ID page that it's not turned on...AND we don't see the option to turn Two Factor on.
Any other suggestion?
