Q: need help from the community on activating of iPhone 5 , because the activation server can not be reached ?

After I have upgraded my iPhone to 9.3, I could not able to activate, on the screen the phrase , '' the activation server can not be reached '' displayed, however, I have still has access of receiving a phone call but not out going calls and documents?

iPhone 5, iOS 9.3
