Sure - iCloud Photo Library syncs libraries between devices including albums  --  iCloud Photo Library FAQ - Apple Support

should have been more clear. I am not using iCloud. (iCloud is a nightmare when you are using non cellular devices & do not have regular internet connections.) so- what I was trying to do  was move 100's of iPad albums over to my Mac photos. It appears that's not possible. The only "work around" that I can come up with is (future reference only) is to

    1. Create an album on my MacBook In Photos 2. Connect my iPad to iTunes 3. Select the album while my iPad is connected. 4. New album is now on my iPad. However- not sure I can add photos to this album from my iPad library and sync back to the MacBook the next time I sync with iTunes .Will test tomorrow. Thanks for your input.

Then you can only transfer the photos and manually add them to albums - again the solution to syncing albums is ICPL - if you do not use it then you do it manually

ICPL is optional but if you do not use it you do not get it's features

If you do not use iCloud Photo Library there is no way to sync the library structure to your Mac. DO all editing and organizing on your computer and not on the iPad. Without iCloud Photo Library this work will not transfer from your iPad.

A work-around would be to use Shared albums instead of standard albums.  But photos in shared albums are limited in the pixel size, so you would not get your photos transferred in full quality. You can sync albums from your computer to the iPad using iTunes Photo sync, but not back to the computer.
