    If you have Settings > iCloud > Photos > iCloud Photo Library turned on then any photos you delete from the iPad will be deleted from iCloud and from any other device connected to that iCloud Photo Library. You can reduce the storage space required on the iPad by turning on Optimize Storage on that same settings screen. Apple does not currently offer any option for cloud-only photo storage.

    Thanks for your reply.  I turned off photos in iCloud on the iPad to free up space.  They remained in iCloud

    They would. As my original reply stated "If you have Settings > iCloud > Photos > iCloud Photo Library turned on then ..."

    However, I was not suggesting that you turn off iCloud Photo Library.

    You are now no longer using iCloud Photo Library on that device. I'm not sure exactly what you are trying to accomplish other than freeing up storage space on the iPad. As I noted, Apple doesn't offer cloud-only photo storage options.

    If you have turned off syncing and the photos are still at iCloud.com, then you should be able to delete them from the iPad. Do one as a test.
