For the purchase, you aren't a family organiser in family sharing (an organiser can't use their balance) ? If not it should have used your balance first (you can't specify how purchases are charged, it's automatic), if it didn't contact iTunes Support : http://reportaproblem.apple.com or https://www.apple.com/emea/support/itunes/contact.html
