Q: Magic mouse not scrolling or connecting

A weird issue is occurring with my magic mouse.

The magic mouse cannot connect to my computer, but it's still usable.

I also cannot scroll with the magic mouse. I cannot access the mouses preferences in system preferences because it's settings got changed?
