Apple TVWhen you have iCloud photo library enabled then your full library within the cloud will be available on all devices. You can choose to have them optimized, which will show a low res thumbnail and only load them fully onto your phone when viewed. If you only want the photos you take to be on your phone and in the cloud then you have to use photo stream. Just be aware that that is not meant for storage, only up to 1,000 photos and up to the last 30 days available in the cloud.
