Is there a way to have my photos and videos taken on my iPhone uploaded to iCloud Photo Library but not have new photos and videos not loaded onto my iPhone? I'm trying to save room on my phone to take more pics and videos but I have no room..

When you have iCloud photo library enabled then your full library within the cloud will be available on all devices. You can choose to have them optimized, which will show a low res thumbnail and only load them fully onto your phone when viewed. If you only want the photos you take to be on your phone and in the cloud then you have to use photo stream. Just be aware that that is not meant for storage, only up to 1,000 photos and up to the last 30 days available in the cloud.
