how can i make contacts added to iphone part of iCloud?

Open the Settings app on the phone, tap iCloud and then turn on Contacts. You should then be able to log in to https://www.icloud.com/ from a computer and see your Contacts there.
Any future changes to Contacts on the phone should automatically sync to iCloud.

Thank you but that doesn't work. it appears none of the contacts I create on my phone sync with Icloud and the contacts have been turned on in iCloud under settings for quite a while. It's a problem because I've gotten a new phone and the number of contacts in my phone is 866 and In iCloud, it's 671 so I'm afraid of losing the extra contacts. Could it have something to do with iCloud vs iTunes? It's seems, from some of the messages the two don't operate collectively.

Do you have an On My Phones account in addition to iCloud? If so, those will not sync.
