If the Apple ID it’s locked to is yours, click here and follow the instructions.

If not, you won’t be able to unlock it yourself, and Apple won’t unlock it for you. The activation lock is an anti-theft measure.

    1. Removing the activation lock isn’t part of the device’s warranty service, but doesn’t require that the device be within its warranty period either; this also applies to iPhones covered by AppleCare+.

    2. Third parties(other than the one who set the lock) can’t remove it.

From your description of the situation, you bought the phone used, and the previous owner (who you cannot contact) has left it in Activation Locked state.

If that is the situation there is nothing you can do. Only the previous owner can unlock it. Not you, nor Apple, nor websites claiming to be able to do, so can unlock the phone. There is no way round this.

If Apple have the phone marked as lost or stolen there is a possibility that it was stolen from the person who set the lock (and whose property it therefore is) and sold on to you illegally.
