iPhone 6 missing VPN and Carrier Settings, HELP!!

Okay.. so did a VERY stupid thing. Bought an iPhone from a stranger. Was told it was unlocked so I could use it with any carrier.. Well.. it is unlocked. But it is missing the VPN and Carrier under the settings!!!! I took it to my carrier, we put in my sim card and she transferred the serial number and all it does is Searching............... Uggghhhhhh

Can this be fixed at all by me, or am I going to have to drag mysfelf to an Apple Store and probably have to pay more money for someone to fix it?????? GRRRRR

Vpn has nothing to do with cellular service.

Carrier settings are provided by the SIM card.

If your phone is not connecting or finding the cell provider, what did the carrier tell you?

The rep at the phone store said they had never seen that before. I have planned to go to the Apple store, but I wanted to see if I could fix it myself first.

Under settings all I have listed in the first grouping is:

Airplane Mode

Wi-Fi

Bluetooth

Cellular

Personal Hotspot

That's it.

There should be two more options.

VPN

and Carrier.

And my sim card is inserted. My sim card works fine in my android phone.

Have you ever seen this before??

Oh.. and I have already reset just about everything, and toggled just about everything.. uggghhh...
