TO download free apps I am asked to verify payment details
and make payment. I have never had this difficulty
before.

Do the apps you are downloading have In-App purchases?
You need to verify your payment information. Sometimes it is easiest to re-type the info and submit it again.

You must have a valid and verified payment method in your account to be able to download content. Even free Apps require this.
Do you have a credit card on file with iTunes and if so, did it expire? I believe that you have to keep payment information current as long as you keep a card on file. This applies even when downloading free apps.
To download any app, your account has to have a verified payment method. You will not be charged if the app is free to download.
If you added a new credit hard, what you see is a "hold" to check the information is valid. The amount of the hold will be credited back to your account usually within a couple of days.

Even for free apps or buy an itunes card .
