Q: Can't Apply Mail, Contacts, Calendars & Tasks in i-cloud

On PC (windows 10 and Outlook 2016) when I click Apply after ticking the checkbox in i-cloud for Mail, Contacts, Calendars & Tasks the checkbox goes back to being unchecked. Tried signing out of i-cloud and in again, uninstalling and reinstalling i-cloud.  Sometimes the words 'setting up' come up but this just continues whirling and nothing else happens. Also colours had disappeared from the calendar categories, although the categories were still applied to events.  All worked OK when originally set up.
