What do you mean by " finder  on Disk Utilities"?

Finder and Disk Utility are to different apps.

    - Is the drive self-powered, that only powered by the USB bus? If so it could be that the USB port does not provided enough power. You can try a powered USB hub. You can also get a USB pigtail that takes power from to USB ports to the single USB port on the drive like this one.

    - Does it show in Disk Utility?

    - Does it show in System Profiler under USB? You should see the chipset in the enclosure as well as the HD itself

Do any lights light on the drive?
Can you hear/feel the disk spinning?

    Have you tried another cable?

Do other USB disk connected work?

Does the disk work when connected to another computer?

    If not based on :

Can you hear/feel the disk spinning? Yes sometimes "especially when I plug it".

Have you tried another cable? No.

Could be bad cable, bad enclosure for the disk (not infrequently the electronics in a disk enclosure fails but the disk is OK) or bad disk.

You can try taking the disk out and putting it in a known-good enclosure of dock.
