See this support document for help with troubleshooting Touch ID issues. If all else fails, then make an appointment at the Genius Bar of the nearest Apple Store or Authorized Apple Service provider to have the hardware examined. They will explain your options.  Use Touch ID on iPhone and iPad - Apple Support

The exact same thing is happening to me on my iPad Pro. It is most probably a hardware problem because I was experiencing the same symptoms as you. This is what to do.

Back up your device. If the backup is encrypted, make sure you know that password.

Restore from iTunes as a new device. From there, check to see if it works as it will prompt you to set a fingerprint password.

If it does you are one lucky person and it is a software issue, so restore from the backup.

If it doesn't, take it to Apple to fix it if you are fortunate to have an Apple Store where you live, as I dont have anywhere to go to fix mine in my country.

    Good luck!

I have submitted my iPhone at nearest Service centre. After diagnosis they told multiple hardware failure occurs hence the device need to be replaced totally. It will cost almost 21000 INR ie 40% cost of original product.

Please suggest whether should I pay or contact another service centre.

I am a user, just like you. This is a user to user support forum. Your decision is up to you. Once you have an unauthorized service center work on the device, it is no longer supported by Apple. A replacement device from Apple will have a 90 day warranty on it, and can continue to be supported by Apple. This is much better than having to purchase a new device.
