If i am unable to contact the previous owner of the lost ipod touch, how can we erase the settings to use it?

Nothing you can do. Apple will not help. All you have is a poor flashlight that can provide some light by the screen itself
If find my iPhone is not turned off on that iPod you won't be able to restore it. Otherwise, open iTunes, plug the iPod in and press "Restore".
The only way is too get in contact with the previous owner of the iPod with
their email address ask them too go on icloud and turn off their find my
ipod or too give you their icloud password so you can turn off find my iPod
etc.
