need help with app for ipad

I tried to purchase musical.ly for my daughters ipad and thought I had done so however the app that loaded it not it -- it is a game is says RVQ

You can report a problem > Get help with an item purchased from the iTunes Store, App Store, Mac App Store, or iBooks Store - Apple Support
