Location services can only use wifi data to find your location, that is inaccurate and may not work well in areas with low populations or regions where Apple have not mapped the access points recently. If access points move around it can also cause problems.

That page describes how it works & how Apple 'crowd source' data. If you enable the 'send diagnostics to Apple' in the privacy settings it may help improve the service around you (it is not clear how long this takes, but it seems like your only option to help the service improve).
I'm sorry it doesn't work well for you there are limits to what technology can do. If you are in a well populated area & it still fails you could try visiting an Apple store, however I suspect you are simply seeing the limits of these devices. An iPhone with GPS & a cellular connection would be better if you really need accurate locations, otherwise third parties make bluetooth based GPS recovers that can help - Bad Elf is one company that has ones for iOS devices…

Jul 13, 2016 12:47 AM in response to shannonm340by lllaass,For location the iPod uses the location nearby wifi routers that are in Apple's data base. You do not have to be connect to the router.
Thus, it appears that the router the iPod is using does not have the correct location in Apple's database. Apple continuously updates their database based on data it obtains from iPhones and maybe iPads with cellular radio/GPS. No one has found a way to tell apple to correct/add a wifi router to their database.
Get someone to come over who has an iPhone and make sure they connect to your network
