Why on EARTH is Time Machine backing up these caches?

I just had a 15GB backup start on my machine, after systematically removing any possible stuff that shouldnt being backed up.

I ran tmutil compare -s

and Lo-and-Behold:

/Users/$USER/Pictures/Photos Library.photoslibrary/iPod Photo Cache

Why on EARTH is this not in the standard exclude list?
