Thanks for asking your question here in the Apple Support Communities. I see you are attempting to download apps or other items from the App Store. If you are currently in the United States, you will be able to download items once you change the country and billing address for the iTunes Store to the address you have here in the U.S.
Please open this help article from Apple: Change your iTunes Store country or region. It has all the steps and other information necessary to change the country and billing address in iTunes, to then allow you to make purchases from the iTunes Store, App Store, iBooks Store, or Mac App Store.
If you are experiencing trouble with changing the country, you will need to check this help article from Apple. If you can’t change your iTunes Store country or region.
I notice that you stated you would like to do this without a credit card. You will need to check these next three help articles from Apple as well. They will assist you in removing the current payment method attached to your account, or help you find another acceptable payment method, if you are not able to select "None" as a payment method with your Apple ID account. An option you may find useful would be to visit any store and purchase a gift card backed by a major U.S. credit card company, or an iTunes Store gift card. All the acceptable options are listed in these articles:
