Are you referring to a carrier unlock, correct? How did you request this unlock? You need to request a carrier unlock from the carrier themselves. If your unlock has not processed, then you should probably contact that carrier and make sure they actually processed your request. If they can confirm they did so, then you need to restore your device as new in iTunes to actually process the unlock request. iTunes should finish by confirming your device is unlocked.

Most iPads are not sold carrier locked, unless subsidized by the cellular carrier you purchased from? If you mean some other "unlock" you need to explain what you actually mean.

I know it may not change anything, but at least I say what I want in this forum. please do not blame me, I really need a place to express it. and thanks for your guys reply.
