Thanks for your question. I understand you have been sharing calendars using iCloud with other iPhone users, but now you need to share a calendar with a family member using an Android phone.
You can still do this with iCloud, by sharing the calendar publicly. The person that you want to share the calendar with will access a website to see the calendar versus using the Calendar app that is native to the iPhone. Take a look at the two resources below:

Share a calendar publicly

Click the Share button to the right of the calendar you want to share, then select Public Calendar.

To invite people to view the calendar, click Email Link.

Type one or more email addresses in the To field, then click Send.
The people you specify automatically receive an invitation email that includes the calendar’s URL. An invitee doesn’t need to be an iCloud user to accept an invitation to view a shared public calendar.
In the sidebar, a shared calendar has a dark Share button.

Still not clear how to turn my iCloud calendar to public. Can you provide more detail steps?
I have iOS 9.3.2 iphone6.
Also public, how public is that?
I don't want anybody can view my calendar except those I emailed out the link to.

Thanks for letting us know where you need clarification. The calendars you see on your iPhone are also at www.icloud.com. You would need to access your calendar at www.icloud.com from a computer, not from your iPhone. Log in to iCloud.com with your Apple ID and password, click on the Calendar app, and follow the instructions above. The only people who will be able to access the public calendar are the ones you email the URL link to.
