I'd see if it was possible to do something such as use Pacifist to open the installer package and manually install them. I really don't know much about those RAW extensions and if they are OS version specific or not. I wouldn't think so but who knows?
An alternative is to use different software for which Yosemite is still supported.

1) backup and update to 10.11 or install it on another partition or another HD
2) reach out to Pansonic and see if they can offer any assistance
3) install the current RAW package for 10.10 and see if your camera works with it.
4) start reading whatever you can on the internets

I also discovered that the version of lightroom / Camera Raw I have doesn't support that camera either, and the only way to upgrade would be to buy the monthly subscription model, which I don't want to do. However, I have discovered a little free app called Instant jpeg from raw, which extracts the jpegs so that at least I can see the thumbnails in Finder, and Adobe DNG Converter will presumably convert the RW-2 files to DNG files that I can then process in Lightroom. All a bit of a long-winded way round, but I have several work-related apps on my laptop that apparently won't yet work on El Capitan, so I don't want to upgrade yet.
