What you can do depends in part on what devices you use. You can download what has already been added to your iCloud Music library to a new computer, adding in any content already stored in that library to your iCloud library. iOS devices can access your iCloud music library directly, but older iPods need to be synced with iTunes, and iTunes can only add locally stored media to the device. Ideally you would also make and maintain your own local backup of your library in case you get mismatched content in iCloud which you need to replace.
