Q: waiting for other devices approval?

I do not have any other devices signed into I cloud. I just got a new I phone and want to set it up from my usual I cloud it says it needs to be approved by another device already using my I cloud but I do not have a different apple device

iPhone 5s, iOS 9.3.2

This could be a number of things.

Do you have 2 Step Verification on your Apple ID? 2Factor Authentication? Do you use iCloud Keychain?
