We live in an apartment in Manhattan. Today someone in an adjacent apartment tried to pair their device to our Apple TV, because presumably the 4k Apple TV's Bluetooth is strong enough to travel to adjacent apartments.

Our 4k Apple TV, which was sleeping, came to life and put a 4 digit code on the screen, which the other person would have needed to see in order to pair their device. The request timed out. Still, I'd rather not be interrupted. In the meantime I renamed our 4k Apple TV's name from the default Apple TV, so anyone else who tries to pair will know that our device is not theirs.

If the 4k Apple TV's remote uses Bluetooth, you should at least be able to turn off Bluetooth discover mode on the 4k Apple TV.
